Cox Enterprises names Rachel Welch as VP of government affairs

Cox Enterprises has named Rachel Welch as vice president of government affairs. She works in the company's Public Policy office in Washington, D.C. and reports to Joab Lesesne, Cox's vice president of public policy and government affairs.

In this role, she works with members of Congress and advocates public policies that impact Cox Enterprises and its businesses, especially those that relate to telecommunications, privacy, copyright and cybersecurity. Welch helps identify issues of importance to Cox and develop advocacy plans, as well as manages a team of consultants.

"With nearly 25 years of experience in our nation's capital, Rachel brings a wealth of experience to this role," said Lesesne. "She has worked with a number of our industry partners and has a deep understanding of the issues that impact Cox Enterprises and our businesses. As industries are rapidly evolving, it's vital to identify policies that impact our customers and employees. Rachel will help us do this."

She's served at a number of communications companies, including AT&T, Time Warner Inc. and Time Warner Cable. She also has worked as counsel for the Senate Committee on Commerce, Science and Transportation. She has extensive experience working with Congress and the Federal Communications Commission on issues related to the communications industry.

Most recently, Welch worked for Time Warner Cable where she managed the company's federal legislative efforts focusing on video reform, broadband, wireless, cybersecurity, patent reform and privacy issues. She also oversaw state and local government advocacy efforts for the company.

Welch received her law degree from the University of Virginia School of Law and Bachelor of Arts degree from Wells College. The Women in Cable Telecommunications (WICT) organization has honored her with its Woman to Watch and Touchstones of Leadership Communicator awards.
